Location:
Dallas, TX. Oxy is recruiting for a Transportation Equipment Manager to support railcar fleet maintenance and regulatory program.
Responsibilities
- Manage maintenance and required testing of the railcar fleet in accordance with FRA regulations, AAR requirements, Transport Canada Regulations, and corporate policy.
- Stay up to date on current and pending regulations and develop plans for implementation with minimal disruption.
- Review and approve railcar specifications and changes for new builds or lease and existing railcars.
- Manage the Oxy Chem tank car qualification program, including data collection and analysis to determine qualification intervals.
- Ensure that all tank car repair facilities follow the approved Qualification and Maintenance Program (QMP) and assess its effectiveness.
- Develop and update maintenance procedures, programs, and specifications in response to new technologies, regulations, investigations, and root‑cause analysis.
- Manage and audit internal and contract repair shops to ensure compliance with AAR’s Quality Assurance Program and other regulations.
- Support annual railcar maintenance shop sourcing strategy; provide information for purchase orders, contracts, and approve invoices to ensure quality and cost effectiveness.
- Manage the third‑party railcar maintenance system contractor for scheduling, tracking, and tracing of railcars and approve shop repair estimates.
- Modernize and enhance railcar maintenance metrics using business intelligence capabilities of the third‑party fleet management provider.
- Manage third‑party railcar maintenance inspections for qualifications or other maintenance activities.
- Support development of rail fleet maintenance budgets, manage expenditures, review costs, resolve issues, forecast expenditures, and evaluate cost‑reduction opportunities.
- Provide technical support for the One‑Time Movement Approval application process.
- Establish and maintain contacts and relationships with railcar shops, mobile repair crews, plant mini shops, vendors, and internal stakeholders.
- Participate and represent Oxy Chem in industry group activities (ACC, CI, AAR, etc.) as required.
- Identify potential cost‑saving opportunities related to railcar maintenance strategy and activities.
Required Qualifications
- Bachelor’s degree in Transportation, Business, Supply Chain, Engineering, or related field.
- At least 7 years of experience in the rail transportation industry with knowledge of railcar equipment and maintenance.
- Strong analytical and mechanical aptitude.
- Ability to operate effectively in changing circumstances or uncertainty.
- Action‑oriented and self‑starting in a fast‑paced environment.
- Proven ability to build relationships with stakeholders inside and outside the organization.
- Excellent verbal and written communication skills.
- Proficiency in Microsoft Office Suite, including intermediate or advanced level Excel.
Other Desired Skills
- Knowledge of systems and processes that interface with rail fleet management applications such as Railinc, UMLER, Railtrac, and GPS systems.
- Experience with SAP.
- Experience with Power BI or similar analytics software.
